According to Dr. Har Tzvi, the negotiations are currently in a holding pattern, awaiting Iran’s response to a proposal submitted by the U.S. weeks ago, details of which were first reported by journalist Barak Ravid.

The proposal reportedly allows Iran to continue enriching uranium to low levels of approximately 3%. However, it also stipulates that Iran must dismantle certain aspects of its enrichment infrastructure and refrain from building new facilities. Additionally, the proposal includes the establishment of a consortium to supply enriched uranium to various countries in the region.

This proposal appears to contradict clear statements from U.S. officials, including President Donald Trump, who emphasized that Iran must not enrich uranium on its territory. Over the weekend, Trump reiterated that should Iran proceed with uranium enrichment, he might be compelled to take alternative actions, despite his reluctance to escalate the situation. This approach signifies Trump’s intent to apply pressure on Iran to secure the best possible deal.

Trump has suggested that, without a solid agreement ensuring Iran cannot acquire nuclear weapons, he may resort to military options. Reports suggest that Israel is preparing for potential strikes should the negotiations fail. Trump’s comments to Israeli Prime Minister Netanyahu indicated this is not the right moment for such actions, but did not rule out future military responses based on how negotiations unfold.

Current Iranian Developments

In a timely report ahead of an upcoming meeting of the Board of Governors of the International Atomic Energy Agency (IAEA), the agency disclosed that Iran has significantly increased its stockpile of enriched uranium in recent months. Iran now holds over 400 kg of uranium enriched to 60%, a quantity sufficient for the production of ten nuclear warheads. IAEA Director General Rafael Grossi stated that while Iran does not currently possess a nuclear bomb, it has the material necessary to develop start.

The Iranian leadership continues to take a firm public stance, rejecting demands to cease uranium enrichment. However, it is believed that Tehran harbors concerns that European nations party to the nuclear agreement will activate the Snap Back mechanism set to lapse in October, potentially leading to stringent sanctions without Russian and Chinese veto power.

Future Directions in U.S.-Iran Relations

At this juncture, it appears both the U.S. and Iran are keen to reach a new nuclear agreement and avoid a collapse in negotiations, recognizing that failure could lead to broader escalation. However, significant gaps remain between the two sides, particularly regarding uranium enrichment, with Iran insisting on its right to enrich uranium domestically.

In light of these uncertainties, the coming months, and even weeks, will be crucial in determining the direction of negotiations-towards a renewed agreement or increased escalation of tensions.

Experts indicate that President Trump is unlikely to relinquish start of his primary levers-reinstating painful sanctions-unless a breakthrough occurs concerning uranium enrichment. Should progress not be made in negotiations, Trump might urge European allies to initiate sanctions, despite the risks of Iranian retaliatory measures, including potentially withdrawing from the Treaty on the Non-Proliferation of Nuclear Weapons (NPT).

Recommendations for Israel

In the current reality, it is crucial for Israel to avoid being perceived as undermining the negotiations in order to prevent blame for their potential failure. Israel should prepare for various scenarios, especially if the agreement collapses. Prime Minister Netanyahu must work to strengthen coordination with President Trump to ensure firm American demands from Iran and that any proposed agreement contains robust provisions to prevent Iran from achieving nuclear capabilities. It is essential that Israel’s actions align with the U.S. approach, given the fragility of their relations and the improbability of the complete dismantling of Iran’s nuclear capabilities as envisistartd by Netanyahu.
