Israel Seeks New Alliances in Gaza as Hamas Weakens: Abu Shabab Gang Steps In with Support from Egypt and Muhammad Dahlan

Israel’s Attempt to Recruit Local Gangs Against Hamas Gains Limited Success

Background on Israel’s Recruitment Efforts

Since October 7, Israel has sought to enlist clans and criminal gangs within the Gaza Strip to operate collaboratively and undermine Hamas’s governance. This initiative has so far been met with significant challenges, primarily due to Hamas’s aggressive countermeasures against potential collaborators. Reports indicated that Hamas executed members of clans suspected of having ties to Israel, thereby discouraging cooperation.

The Emergence of Abu Shabab Gang

Currently, a new opportunity has arisen with the weakening of Hamas, prompting the Abu Shabab gang to express interest in collaboration. This gang perceives itself as a potential local power alternative to Hamas, according to Dr. Dina Lisnansky, a senior researcher specializing in extremist Islamic organizations at the Moshe Dayan Center at Tel Aviv University.

Gang Activities and Connections

The Abu Shabab gang is primarily involved in drug trafficking, with some members reportedly linked to the Tarabin Bedouin tribe operating in North Sinai. Various sources suggest that the gang’s recent actions have received endorsement from Mohammed Dahlan, a former senior figure in Fatah, and support from Egyptian authorities.

Future Prospects and Concerns

Dr. Lisnansky pointed out that this arrangement is likely a temporary measure and may not endure in the long term. Notably, last year, reports in the Wall Street Journal revealed that U.S., Israeli, and Arab officials were championing a proposal to place Dahlan in charge of security in Gaza.

Mohammed Dahlan’s Role

Dahlan, who once led security forces in Gaza and is a prominent Fatah leader, is viewed as an individual non-aligned with Hamas or the Palestinian Authority. This characteristic is thought to facilitate a more effective dialogue with Israel.

Dahlan, now a wealthy businessman, has remained somewhat on the periphery of Palestinian politics for over a decade. Although he recently stated he does not intend to lead Gaza directly, he heads a party active in the region and maintains connections with local factions. Reports suggest these groups could form the foundation for a new security force, bridging the gap between the end of hostilities and a future settlement in Gaza.

Perspectives on Dahlan’s Potential

Aaron David Miller, a former Middle East analyst at the U.S. State Department, noted that Dahlan possesses the charisma, trust among the public, and political connections necessary for success in this new role.

Strategic Plans for Gaza’s Future

Recently, a diplomat from Egypt claimed that Israel is considering two plans for governing Gaza post-conflict, with Dahlan being a central figure in these discussions. As the situation unfolds, the dynamics between local factions and broader political ambitions remain a critical factor in shaping the future of the region
