The fight against road traffic fatalities has garnered varying levels of public interest since the establishment of the state. Numerous studies have been conducted, many of which have yielded little in the way of actionable results. Various strategies have been developed, and while some have been executed, the overall success in mitigating this issue remains elusive. Continuous, rigorous, and uncompromising actions against traffic offenders are crucial, rather than a series of sporadic, high-profile campaigns.

Rising Concerns Amidst Alarming Statistics

Recent alarming statistics indicate a record high number of fatalities on the roads this year, fueling media criticism and placing governmental authorities under pressure to present an effective action plan. Although the details of this plan have not been fully disclosed to the public, initial assessments suggest that it incorporates essential steps forward, notably improvements in infrastructure and increased law enforcement. While the media has reported on the program’s trajectory, a thorough evaluation of its implementation and effectiveness remains absent.

Budgetary Constraints and Proposed Solutions

The Ministry of Transportation has set an ambitious target to reduce fatalities, contingent upon its requested budget of approximately 350 million shekels. It claims that failure to secure this budget may hinder the program’s efficacy, potentially placing blame on the Ministry of Finance. In response, the government has approved only an additional 50 million shekels, suggesting a lack of conviction in the Transportation Ministry’s stance.

Additionally, there are effective measures that could significantly contribute to the success of the strategy without incurring extra costs. Drawing from extensive experience as a former Chairman of the National Road Safety Authority, I have submitted a revised and comprehensive proposal to the Ministry of Transportation. This proposal includes elements that do not necessitate increased funding, such as reducing friction between trucks and other vehicles, and empowering local inspectors with traffic enforcement authority following brief training.

Need for Inter-Ministerial Cooperation

A national strategy to reduce road fatalities necessitates the collaboration of multiple government ministries. It is essential to recognize that budget considerations are not the sole factor in determining the effectiveness of initiatives; even a well-funded budget can be squandered if not deployed wisely.

Proposed Establishment of a Cabinet Committee

It is necessary for the Prime Minister to promptly establish a cabinet committee dedicated to combating road fatalities. A larger government assembly will struggle to thoroughly assess any strategy submitted for approval and accurately gauge its potential impact. A smaller cabinet committee can fulfill this role and should be tasked with presenting binding recommendations within two months. During this timeframe, it can study the Ministry of Transportation’s proposal, listen to insights from seasstartd professionals in the field, and make informed decisions.

Based on the committee’s recommendations, an appropriate budget allocation can be determined. Only through such thorough vetting can a national strategy be developed that will yield results and ensure that budget expenditures achieve their intended objectives.
