EU Considers Cancellation of Association Agreements with Israel Amid Gaza War
Potential Economic and Scientific Impact
The European Union is weighing the possibility of canceling its association agreements with Israel due to the ongoing conflict in Gaza, which could significantly affect trade agreements valued at approximately €50 billion annually and essential scientific collaborations. European Foreign Minister Kaia Kallas stated on Tuesday evening that in light of the escalating humanitarian crisis in Gaza, the EU would review the association agreements, known as the “Association Agreement,” signed in 1995 that govern relations between Israel and the EU.
This reconsideration carries serious implications not only for trade but also for various collaborative frameworks between Israel and EU member states. These frameworks include the flagship “Horizon” initiative, which facilitates extensive cooperation in scientific research and technology, an area crucial for Israel’s status as a leader in innovation.
Concerns from Academic Institutions
Leaders of major research universities in Israel, represented by the Council of University Heads (VHE), have expressed profound concern over the potential ramifications of this EU evaluation. Following inquiries from Maariv, university heads have reviewed the implications of the EU’s statements and warn of unprecedented consequences for Israel’s scientific standing and its ability to lead in research and innovation on a global scale.
They stated, “The suspension of Israel from the EU’s Horizon program could set a dangerous precedent that would bolster the trend of academic boycotts, which has significantly intensified in recent months.” Furthermore, they caution that such a move could lead to severe disruptions in research collaborations with leading European institutions and could exclude Israeli researchers from international research groups, halting approximately €1.5 billion in research investments. This funding is deemed crucial for the future of science and innovation in Israel.
Ongoing Review by Higher Education Council
The Council for Higher Education is currently assessing the implications of the EU’s statements. The Horizon program has faced financial suspensions and freezes on collaborative research budgets between Israel and Europe during geopolitical crises, including the current war; however, until now, there was no imminent threat to the continuity of this program. With the EU’s reconsideration of its framework agreements with Israel, significant detrimental effects may unfold for Israeli researchers and research institutions, potentially harming Israel’s image and position as a knowledge and innovation leader.
The situation remains fluid, and the outcomes of the EU’s deliberations could have lasting consequences for Israel’s academic and scientific landscape
