With the ultra-Orthodox party, United Torah Judaism (UTJ), signaling readiness to support dissolution if a mutually accepted conscription law is not achieved, the pressure is mounting on Netanyahu to negotiate a solution.

Ongoing Negotiations and Legislative Challenges

In recent discussions, Netanyahu has engaged intensely with both legal and security advisers to address the objections from Haredi factions regarding a new conscription law. An updated recruitment framework has been presented to the Haredi parties, designed to withstand scrutiny in the High Court, albeit bypassing some professional advisory channels, indicating a rush to expedite processes.

During a meeting with Yuli Edelstein, chairman of the Foreign Affairs and Defense Committee, Netanyahu proposed delaying disciplinary measures related to the conscription law-a move aimed at easing tensions and securing the Haredi vote.

Simultaneously, government Secretary Yossi Fox is attempting to persuade Haredi leaders to postpstart the vote on dissolution by start week. This effort largely targets UTJ’s leader, Moshe Gafni, and Shas, following the decision to de-emphasize discussions with MK Yitzhak Goldknopf, who currently endorses dissolution based on the prevailing circumstances.

The negotiating landscape among the Haredi factions is intricate, with Shas holding a pivotal position due to its larger representation in the Knesset. Gafni and his allies have indicated a readiness to vote for dissolution today, provided a consensus version of the legislative proposal is presented to their rabbis.

While the Shas party prepares for a Council of Torah Sages meeting-a session previously scheduled for yesterday but now deferred-some leaders aim to frame the council’s decisions convincingly for rabbinic authorities.

Conversely, the hardline stance among UTJ’s leadership may establish a dichotomy within Haredi representation, with different factions pulling in conflicting directions.

Legislative Implications and Opposition Dynamics

The opposition’s response to the looming dissolution vote is equally charged, with internal disagreements emerging. The Yesh Atid party is inclined to delay the dissolution if a coalition consensus appears feasible. However, Yisrael Beitenu remains resolute in advancing the dissolution proposal regardless of potential coalition resolutions.

If the bill fails to pass today, parliamentary procedures dictate that it will not be reintroduced for six months unless specific exceptions are made by the Knesset Speaker Amir Ohana. This presents a precarious scenario, as party officials anticipate that any delay could postpstart dissolution until December, extending the government’s tenure against its will.
