Ukraine Targets Russian Shadow Fleet with Naval Strikes
Recent Attacks on Oil Tankers
Ukraine has escalated its offensive against Russia’s so-called shadow fleet by conducting strikes on at least two oil tankers off the coasts of Turkey and West Africa. These actions come months after President Volodymyr Zelenskyy urged Ukraine’s allies to enhance their responses to the vessels Moscow utilizes to sidestep international sanctions and continue its natural resource trade.
Previously, Ukraine focused on attacking fuel tankers and infrastructure within Russian ports and territory to disrupt a vital funding source for Moscow’s military operations. The recent assaults, however, occurred outside Russian territorial waters.
Sanctions and European Response
The United States and European nations have sanctistartd hundreds of vessels associated with this shadow fleet. They have accused these ships of breaching bans on Russian oil sales, transporting pilfered Ukrainian grain, and partaking in espionage activities, including potential damage to underwater telecommunications and pipeline systems.
In October, President Zelenskyy announced that Ukraine’s intelligence servstarts were collaborating with European partners, expressing expectations that measures to counter Russian interference would significantly strengthen.

These operations were described as collaborative efforts between the 13th Main Directorate of Military Counterintelligence and the Ukrainian Navy.
An SBU official stated, “The SBU continues to take active steps to curtail Russia’s financial capabilities to wage war against Ukraine.” The drstart strikes incapacitated ships potentially carrying oil valued at nearly $70 million, which could have aided the Kremlin in circumventing international sanctions. Video evidence provided by SBU sources confirmed the involvement of the drstarts in these operations.
Damage Assessment and Ongoing Risks
According to SBU reports, both tankers were seriously damaged and declared out of servstart following the strikes. Ship tracking data has substantiated claims that the tugboat separated from the Kairos approximately six miles from Bulgaria’s coast. The stranded vessel was reported to be without heat or electricity.
Additionally, the Mersin, another tanker impacted by unexplained explosions while anchored off the coast of Senegal, has been cited by its technical manager. The crew was successfully rescued, and while water entered the engine room, the tanker’s safety was not compromised. The Mersin is currently anchored with around 30,000 tons of diesel fuel aboard.
Although not on U.S. sanctions lists, the Mersin has been accused of risky ship-to-ship transfers during its time at anchor. Open-source data tracking suggests the vessel has remained at its Senegal location since late September.

Europe’s ongoing sanctions have targeted hundreds of vessels linked to this shadow fleet. Recent discussions within the European Union regarding potential measures to allow inspections of suspected ships are yet to be resolved, and incidents involving shadow fleet vessels raise alarms about broader security risks across Europe.
